How to Handel Adult bullying and get them caught in the Act?
My sister who is 28 years old is having issues with other adults at her complex. She lives in a housing unit and a lot of people there are single parents, People with psychological problems, or people with needs like welfare etc.
My sister has 2 younger children 7 and 10 and is a single parent. The problems are with 2 other people living there and they are swearing around her kids picking on them as well as my sister. One incident happened where one of the people living there on purpose waited for my sister older daughter to get behind her car then started backing up. These issues are very serious and someone will end up hurt. The cops have been called multiple times, my sister has called the housing unit she lives at owned by the government or the city and they can't do anything. The cops don't have any proof of the stuff they are doing and my sister can not video tape them because it is a privacy issue and would end up in trouble.
I suggested that she video tapes right when they start doing stuff and film her kids, that way she can just say to the cops she was filming her kids playing and they would be caught.
How can this issue stop? Or any Ideas? Talking to them will not work or stop the bullying

It is not that easy for my sister to just up and move. This is a special type of housing unit. My sister dose not work and is unable to for reasons. and there for would be homeless with too kids. That is what this type of housing was made for and there is years on the waiting list to move to another one and half of them are not as nice as my sister has right now

How can this issue stop? By MOVING.
If my children were in any kind of danger and I thought for a moment that one of them could get hurt, I would MOVE. I would give written notice to the complex that made it clear that I was being constructively evicted by the harassing and dangerous behavior and conduct of the other tenants and that, even after multiple complaints to the police department and the apartment complex, there have been no improvements. Then I would pack up my stuff and move my kids and myself somewhere SAFE.

video camera are real cheap right now you can get a crime watch going in the complex and use many video cameras. if your kids have cell phone with cameras. when ever you go out just take a camera with you. give your kids whistles and tell them to blow them if the get scared. have your address and phone number attached to the sting holding the whistles. keep tract of the police reports. call and report every time something happens write it all down right away. when you get 10 to 15 complains copy and send to the TV people asking for help. once on the news the cops will act.

There is no privacy issue if you and the others are outside in a common area. You can't video tape in their house but if it is outside or you are in your house and they are outside it is quite OK. Tape the jerks and turn it over to the police. DO NOT let them know you are taping.

She can video tape it if it is happening in a public area, where there is no expectation of privacy

i think of the #a million rule is do no longer' enable absolutely everyone understand something bothers you.
