Home owner association problem.?

I live in Florida and want to find out if I have any law against Home Owner Association treating me with wrong accusation which say"I have a cats in my apartment"(it is no pet policy).Problem is,I do not have a cats and even more,I own apartment and next door neighbor is a renter, typical loud and obnoxious alcoholic and I called cops on him number of times and complained to Home Owner Association, but nothing happening. How I can make Home Owner Association start doing their job and stop harassing me with the "cats letters"(I can't afford a lawyer).I hope it is some where in Florida some strong power full ether local, federal etc.organization which can put some pressure on my lazy and idiotic home owner association.

Update:

P.S.As I mentioned before, problem is not with cats only.Reason why I call them lazy, etc,is they want everything via mail,no phone calls, they do not want maintain normal relationship with owners. What is piss me off more then a cat is the fact they do not do anything with alcoholic neighbor, who rents place next to us.Who drunk, loud, cursing, screaming and almost every week we have to call cops on him.The cats are not major issue-issue is homeowners do not want to do anything with trouble maker who rent the place.

At this point, they only know you as someone who calls the association and complains.

The renter is not their responsibility, it is the responsibility of the owner who rents to them to handle the problem. Find out who the owner is and contact this person.

Have you spoken with someone on the board or the organization which handles the management of the community about this incorrect accusation?

If they are claiming you have cats, where is their proof?

Participate in your community: show up at the board meetings, and bring the letter you received from the HOA about cats, as well as documentation of the problems with the renter neighbor.

If you get involved and show that you are a responsible member of the HOA, your problems should be resolved.

HERE is a novel idea...how about READING the letter the HOA sent to you. Does it have the HOA managements phone number on it? Try caling them. After READING the letter it WILL spell out to you what your options are. IF there is no "pet policy" in the HOA ten they can't send letters complaining about cats. IF you would READ the letter then you would KNOW when and where the next HOA meeting is because IN THE LETTER they tell you what the problem is, how to fix it, and who to call or see if you ahve questions.

How do I KNOW this....I am President of 2 HOAs and management sends out violation letters every month. Try READING the letterr and responding to it rather then posting on here looking for "some strong power full ether local, federal etc.organization which can put some pressure on my lazy and idiotic home owner association.:" Try GOING to an HOA meeting and ASKING them wht the problem is and how to fix it rather then sitting on your butt crying poor me.

Your statement of the "facts" lacks credibility. Why would the HOA insist you have cats if you don't? Any behavior problems with the neighbor is a separate issue. HOAs are private contractual arrangements - if you think the HOA is violating it's part of the contract, you'll have to sue.
