    Correct, arp is not the same thing as ipconfig. Arp shows you the arp table on your computer, while ipconfig shows you your ip configurations.

    ipconfig tells you information about your own IP and general info about the network that is connected to.

    arp is used to find the MAC (hardware) address of other IP's on your LAN. When you want to connect to another IP on your LAN (including your router), if the IP is not in the arp cache, it would broadcast a request on the LAN "who has w.x.y.z" and the device with that IP w.x.y.z will answer back with its MAC address.
