To opt-in means you agree to join the scheme. Some schemes are opt-in and some are opt-out. For e.g. let's say your country has an organ donation scheme and it's an opt-in scheme. That means you have to sign something to indicate that you agree to donate your organs should you die. If you don't sign this letter, your organs won't be donated.
But if it's an opt-out scheme, it means that unless you sign a letter to say you don't want to donate your organs, your organs will automatically be donated when you die.
