Computers that exceed the recommended system requirements can run the Sims 3 better than computers that do not, regardless of whether they are laptops or desktops.
So, first you familiarize yourself with the system requirements of the Sims 3. Then, you look for computers that meet or exceed them. Then you find the computer that equals or is less than your target price, from within those that meet or exceed the system requirements.
