Probably. I think it isn't safe to have them wandering around. After all, the Inferi are breeding with ditsy teenage girls and that isn't really a great idea, in my opinion. Then those unregistered Animagi fall in love with the baby hybrids and that's pretty disturbing. The Animagi you should at least call an Auror on. They're pedophiles and should be sent to Azkaban. They're unsafe to have around. But that's just my personal opinion.
