The word(s) "percent" is actually "Per Cent". Meaning "for every hundred".
What they are asking is, "what is the difference from the expected value, and to please write this as a fraction of expected value, as if the expected value was 100"
So here we go --
Difference = ( 1000 - 900 ) = 100 kW
As a fraction of expected value = 100 / 900 = 1/9
To convert this to percent (%) we just multiply by 100 !! And put the " % " sign after it !! :D
So we get 1/ 9 x 100 = 11.11 %

1) Its not a question.
Speaking the language is a requirement of effective communication. In english the question sentences have either enough context to allow inference of a question or one of the 6 question words. The question words are: who, what, when, where, why, and how. I do not see a single one of these in your sentence.
2) If it were a question what might it be.
I can guess, but there is no surety there. It might be would I "like using higher energy". (implicit how do I feel question). It might be "what is the likelihood given a Gaussian distribution of households with a mean of 900 and a standard deviation of 1 kwh energy use per day". It might be "which suburb of Gdansk would you have to be looking at to find this house".

what is the question?
PS, kilowatts (kW) per day is a meaningless term. Watts are a rate, the rate of power being used.
Perhaps you mean kW-hour ?

......with that kick she does, but they were really fighting. Is Tara that angry about her wrestling contracts that on her way out she picks a fight with Angelina Love. If Tara started it, then she deserved to get her *** knocked out by Angelina Love. What do you all think?
