Is it when you believe something it occurs, or when something occurs you believe it?

    neither. it either is or it isn't. belief has little or nothing to do with it...

    Actually both to a degree. Belief is a powerful thing.

    The first can't happen, because that would mean that you could force things to happen without doing anything. So thew second.
