What Pony/Horse would fit a shoe this size?

I found an old horseshoe while turning some very old sod this spring. Its so small I don't know what would wear it. The horseshoe is 3 inches wide and 4.25 inches long. I used to have a Shetland when I was growing up but this shoe is way small in comparison to what he used to wear. This place I was turning sod is 2 counties north of where I grew up.

Update:

This is a real shoe. It had nails in it that had been bent over like it had been fitted and later thrown. How long have minitures been around. The sod I turned could have been 50 or more years old.

Update 2:

The shoe looks like it would fit a long oval foot. This is why I am baffled because ponies and horses have more circular feet.

    Could be donkey shoes, small donkeys are less than 36" at the shoulder and are called "Miniatures", Mediterraneans are 36.01-48", Standards are 48.01" to 54". I'd say Miniature could take a 3" shoe. Most don't get shod, some do, especially if they are worked on roads.

    I' have also seen small shoes advertised for decorations.
