Your most recommended eyeliner?
I need some kind of eyeliner that wont run. I apply eyeliner in my waterliner
and my upper lash line, jeez it runs so fast. It looks soo ugly oh my gosh.

For the best cream/gel eyeliner, I will recommend Bobby Brown. Long lasting and does not smudge, but a little pricey.
Pencil will be Estee Lauder Double wear, it stays put, doesn't smudge.
I do not use liquid eyeliner but my friend recommend M.A.C, NARS and Urban Decay for it.

try either of these lead free kohl eyeliners. They are made to be put on you waterline, and have a nice effect. http://www.sephora.com/browse/product.jhtml?id=P11... and http://www.sephora.com/browse/product.jhtml?id=P23... they may be a bit pricey, but they last a long time. If you get the second one it is meant to be applied sideways, and not at the tip.

I love Tarte emphasEYES in Black for my upper lash line, and Stila Kajal Eye Liner in Topaz (nude) for my waterline; they're both very long-lasting.

mac fluidline lasts the longest for me. gel liners in general do. for pencils, i'd highly recommend revlon colorstay. only 6-7 buck at drugstores, give it a try
