I know what you mean. My cockatiel has the same thing. I'm pretty sure it is only dry skin, that's what gives it the whitish color. This is nothing to worry about. Birds also get dry skin just like us and other animals.

PLEASE GET IT TO A VET FAST CAUSE I DONT KNOW WHAT THAT IS BUT THE VET WILL AND U COULD BE SAVING THE DOGS LIFE
