It depends on what phones you're wanting to sell it for.
For the iPhone, you have to submit your game for review via the iPhone Developer Program. (http://developer.apple.com/programs/iphone/)
For Google's Android phones, read the articles on the Android Market help pages, particularly the Getting Started link under Developer: http://market.android.com/support/
For AT&T phones other than the iPhone, check out the AT&T Developer Program (http://developer.att.com/) and for non-Android Verizon phones, try the Verizon Developer Community (http://www.vzwdevelopers.com/).
Keep in mind that you have to have written the game for the appropriate operating system. In order for a game to run on the iPhone, it has to have been written for iPhone OS using Apple's iPhone SDK (which only runs on MacOS) and for the game to run on Android phones, it has to have been written in an Android SDK. Other phones use various operating systems such as Windows Mobile, Web OS and Symbian OS. For the game to be available for a phone running one of those OSes, you'll have to port it to that OS using an appropriate SDK.
Also, take into account that each company will charge you a % of your sales. For instance, Apple charges 30%, so if you were to sell your game for $1, you'd only get 70 cents.
