Do you mean cement or concrete they're not the same thing .
It's a long shot but try vinegar , cement has lime in it that is an alkali so the acid in vinegar will possibly break it down , the problem is if you leave it on to long it might rot through the pvc .

You'll have to be careful using any kind of solvent on pvc. Maybe just allow to soak in water for a while?

tricky one, presumably it's dried on so your best bet would be to hammer it while running water over it...or buy a new cat-suit, i bet you could do with treating yourself to a new one.
