What is a modded lobby on modern warfare 2?

I cant give u any specifics, because I dont recall my sources, from when I researched this subject.
My opinion on a modded MW2 lobby:
*It's a private match, made public.
*A type of glitch, involving join session
*You create a game,with another person
*You end the game.
*Other person, has left joining a match.
*You the host, join session with that other person.
*While ur private match is just about to end, and go back to lobby screen.
*Then like magic, I'm assuming.
*You're private match "selected settings included"
*Glitchs into a public match
F.Y.I: I've never tried this, nor know of anyone who has done this.
Although, I have personally been in a 12 player 3rd person match.
