Not sure you'll find any "resin" that's totally hypoallergenic or even totally non-toxic if eaten or exposed to lots of it during manufacturing, etc.
You may be thinking of the two-part clear resins (at least the epoxy resins and the polyester resins), but they vary in how safe they are (though some are very safe used in the ways specified, with Easy Cast and the floral setting resins being the safest though both may not be or stay as hard as you want in some circumstances).
Epoxy resins are "safer" than polyesters,and especially some of the kids, but a few people do tend to react to epoxies before curing.

You could also use other clear-drying hard plastics like polyurethanes (water-based most "safe", but again few things are all that safe if eaten, etc.), especially if you use them over something else. Some of the permanent white glues will be fairly hard (and harder with a coat of polyurethane on top) but many won't dry crystal clear if too thick so often applied in thinner layers (Elmer's GlueAll, or dimensional ones like Diamond Glaze, etc.).
