You probably would need some sort of connection at first, like working for a TV network, before anyone would listen to an idea of a show you would want to pitch to them. Also, if you published a popular book or started a popular Youtube series, TV producers would probably have their eye on you.

my teacher wrote a book and he got him book to come out by getting an editor.i think it's the same way for a tv show
