1. First Back up your important files on an external hard drive and format the Hard disk.
2. You have not mentioned which OS you are using.
3. XP is too old and Vista is not upto the mark.
4. This is high time you upgrade the OS to Windows 7 which working fine and crashing problem is not there.
5. Next try reinstalling the OS again.
6. Cheque whether your Monitor is running on proper pixels.
7. If you are using internet install one of the antivirus software without fail.
8. Take care not to install all the softwares to C drive.

OK, so I advice you to save all your important files and programs before proceeding to a Memory stick (a big one!).
1) Turn off your computer.If you didn't say which OS you have then that implies that you may have XP. Just wait for 3 minutes before turning it on again. Turn on. Press on F8 (if it doesn't work, you will have to repeat the same steps again as different PCs or OS have different F button. -F8 or F1 for XP, F2 or F12 for other) several times until the BIOS screen appears.
2) Select with the arrow keys of your keyboard: Start Debugging. Then after it's done it will log on to Windows or your OS. If you don't have anymore problem, cool!
3) Otherwise, repeat step 1, but select on the Bios screen this time: the last best configuration and wait. If it didn't solve your problem then go to step 4. Don't turn off Windows this time.
4) Now, click on Start>Help & Support>'Under Pick a task' title: click on Undo changes to your computer with System Restore>Click on Restore my computer to an earlier time>Click on Next>On the calendar choose a bold date that was earlier to your problem>Click on Next. And the Wizard will guide you. Be patient, your computer will be restarted again, that's normal procedure.

Create a new text document. Copy and paste below registry setting lines to it. Then rename that text file and give a 'reg' extention instead of .txt. Then the text file should look like this 'yourfilename.reg'. Then double click on it choose YES to add registry values. Then its done. Refresh your desktop or restart to finish.
[[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components]
"DeskHtmlVersion"=dword:00000000
If answer does not show full path in the above line, then change registry values manually by opening registry editor. Type REGEDIT on run box. Then go to this path HKEY_CURRENT_USER > Software > Microsoft > Internet Explorer > Desktop > SafeMode > Components Then right click deskhtmlversion click modify. Change to decimal and give value 0. Click OK. Exit registry editor. Restart computer.

I just fixed the exact problem you described. That PC had 32 Vundo Trojans and 40 assorted spyware infections. Try AVG and try "Avast cleaner" Also, download "Vundo Remover" and run it. These infections were caused by Kazaa, Bearshare and downloads of online spyware removers such as Spyware Nuker, Spyware Sheriff etc. Good Luck!

You might have a wallpaper set to web images, as it cant find any images (connection problem? not connected to the internet?) it cant load the wallpaper and therefore stuffs up. Change the wallpaper settings to a static (not changing) image.
