The Federal government should not have the power to punish cites for not doing as they are told and there is noting in the Constitution that says they must enforce federal laws. They should not giving grants to cities, cities have their own tax base and can pay for what they need and could easily replace grant money if the federal government were not taxing them to give other cities grants.
