In my opinion, the "best" entry-level DSLRs are shown below. In no specific order (it's in alphabetical order, but that wasn't done on purpose):
Canon Rebel T2i (also known as the Canon EOS 550D if you live in Europe)
Nikon D5000
Pentax K-x
The reason why they are at the top for me is because of their features, image quality, and they outperform the other entry-level DSLRs.

Well I know one for sure and that's the Pentax K-x
It even won a 'Best entry-level DSLR' award by TIPA - (TECHNICAL IMAGE PRESS ASSOCIATION)

And you can use ANY pentax lenses on it; made since the 1970's I think; and that's a lot of lenses, you can also find the older lenses that take great quality photos for low prices (speaking less then $50)
ISO 100 to 12,800 and great control over noise
and if you shop around online, you could get it around $500 to $700 and that's with the kit lenses (you can get; it with BOTH 18-55 AND 55-300mm lenses) (It's $649 with the TWO kit lenses, cheaper with just the 18-55)

The best way to judge which is best for you is to go to a store and try themout for yourself.
Can you figure out the menu?
Which one is easiest to figure out?
Which one feels most comfortable in your hand?
You really can't go wrong with any of the one brands mentioned above.
