BY RAR formated I am guessing you mean a doc inside a RAR file, which is a way of compressing it like ZIP files.
I could convert it, but instead use this site it will convert any document into a pdf.

can't be done - they're two different types of document. RAR is file compression, while PDF is a document format. If theres a pdf inside the rar, then download winrar from www.winrar.com and open it. Otherwise, you might as well ask someone to turn a song into a movie.

A RAR file is an archived file that must be unarchived for you to access the files inside normally. Most likely, the document you are looking for is within that archived file. You will need to use a program (like WinRAR or 7zip) to unarchive it.
