What are some good music writing programs?

I'm looking for some good software that isn't free. I've already used a bunch of free stuff and it's not what i want. I've used FInale NotePad and couldn't do much of anything with it since it could only hold 8 staves. I've used Noteflight.com but that still couldn't hold all the instruments i needed. I'm writing an orchestral score and i need a good software that can hold all the instruments.

Update:

It needs to be able to hold about 15 or 16 instruments on one page.

    You could try FL Studio. It might be a little different from what you are used to, but it is a great program for creating your own music. You can download the demo from their site to try it out: http://flstudio.image-line.com/
