According to Southern Miss' website (there's a big section on what constitutes "residency"), no.
"A student from another state who enters an educational institution in the state of Mississippi is considered a nonresident. Even though he or she may have been legally adopted by a resident of Mississippi, or may be a qualified voter, or landowner, or may otherwise have sought to establish legal residence, the student will be considered as being a nonresident of Mississippi if he or she has entered the state for the purpose of enrolling in an educational institution."
However, you can appeal your nonresident status before you apply to law school, and I would if you're eligible:
"Petitions for change of residency must be made on or before the last day to register for any given semester.
A student who has reached the age of 22 and has met the requirements to become a resident (lived in Mississippi, used a Mississippi address on his.her State and Federal Income tax, registered to vote in Mississippi, etc.) and shows intent to make Mississippi his/her home, may petition the University Registrar for a change in residency.
The following documentation is required by law in order to obtain Mississippi residence:
* MS income tax forms
* MS driver license
* vehicle registration (MS car tag) - Persons moving into the state on a permanent basis have 30 days per state law to register vehicles.
* MS voter registration
* a copy of home deed or lease
* must have a MS home address on file with the Registrar’s Office"
So, basically, file your taxes there if you can, get ID in Mississippi, vote there, rent an apartment there, and submit that apartment address as your PERMANENT ADDRESS (not mailing address) when you apply. If you have a car, you'll need to re-register in MS and get tags there.

All states have inspection laws, though I believe some may have different requirements on how often the vehicle must be inspected. The idea is that you are inspecting the cars to make sure that they are safe to drive, both from the driver and his passengers, but also from the point of view of other drivers. For instance, if the wheels are falling off a car, it might all of a sudden veer into a lane of traffic and kill somebody else. At this point, I believe states are also inspecting exhaust output to make sure that the cars aren't unduly polluting the atmosphere. I know that many states are pushing to reduce the amount of acceptable pollutants a car may release which infuriates the car manufacturers but makes the rest of us breathe easier.
