For intensive care, try Carmex or Vaseline. I don't know if you can get Carmex in the Philippines, but you can definitely buy Vaseline. If you apply regularly, your lips should look and feel better within a week if not a few days.
It may be a bit too much to keep using Carmex or Vaseline on a daily basis after you take care of the chapped and dryness...so I found that the Nivea Lip Care line works well and there's different scents and tints if you want a slight color tinge for your lips. (My personal favorite is Strawberry haha). It keeps your lips moisturized without the super shine that you might get with Vaseline and plus there are cool flavors :) It's not heavy on your wallet either

First off make sure you are always hydrated, drink lots and lots of water.
I would try exfoliating my lips you can do this by using ingredients found in
your own kitchen ! Take some honey and sugar and also if you want THIS IS
OPTIONAL some vaseline or break a piece of chapstick very tiny.
Squeeze out a quarter size of honey put a teaspoon of sugar on it. Nd if you
want a little pit of a biece of chapstick or vaseline.
Mix it together until you get a gritty texture put it on your index finger and apply !
rub it in on your lips do circular motions back and forth side to side for about
30 secs to 1 minute depending how chap your lips are.
Take a wet towl and wipe/scrub it off. This will leave your lips renewed and exfoliated !
They will seem a bright shade of pink which is completely normal !
apply your favorite chapstick like burt bees or chapstick or whatever works best for you!
GOOD LUCK & HOPE THIS HELPED.

What you need is a nice moisturizing and smooth lip balm.
Use it for awhile, and after the problem goes away, then go back to using lip glosses again.
I recommend these lip balms for you:
ChapStick 100% Natural Lip Butter
Avon Moisture Therapy

If you have dry skin on your lips you need to remove it, not just keep putting more lubricant on it. To remove the dry skin you can smother your lips in something like vaseline (the best thing for lips and the cheapest!) and then splash hot water on them about 20 times, then rub them gently with a towel - the skin should come away easily to reveal new fresh lips underneath. Once this is done, keep them moisturised with something like vaseline - there really is no need to buy expensive lip balms.

Chapstick, Vaseline, Lucas paw-paw ointment, or any lip balm you can buy locally will work. You could also be dehydrated so try drinking more water; aim for 6 glasses a day.

You can make your own lip scrub with sugar and olive oil: http://www.youtube.com/watch?v=MDoeCwFn0l4
And use a really nice lip balm, like Burt's Bees, Nivea, etc.

Use soft lips. Soft lips works VERY VERY VERY well. You can get that stuff on ebay it's not that expensive either. That stuff work like I don't know what. Yeah, I'll give you a website that has some really moisturizing lipbalms. I love lipgloss and lipbalm. Aquafina lipbalm works great.
