I'd say depends on the needs of each team but I say side A too because Santana is shaky at times and his K's have been down since he joined the Mets so he's not the Twins Santana you used to know. Phillips is steady and that team is destroying so you know he's going to get his share of the stats.

Side A. Why? Johan has been inconsistent this year and never know when he'll have a good or bad game. Phillips has been a leader this year on a Reds team that has surprised most people so far this year. Happ seems to be just a bonus. Its your call. Luck to you on your fantasy endeavors.
