I hope you understand that you need to CROP the image? That means cutting away information on the side(s) to get it to the other format. If you try to squash it together to change the format, you will completely distort it.
Cropping is a VERY basic function, and even the most basic of free image "editor" programs can do it.
You could download Irfanview which is pretty useful, or upload the photo to www.picnik.com.
Chances are you already have at least ONE program of some sort on your computer that could do cropping.
