    Vanuatu is Melanesian, not Micronesian.

Yes, they do have a meaningful democracy. They have universal suffrage, local government through their provincial councils, municipalities or regional councils covering larger areas and a national parliament. There is also a president although their position is mostly ceremonial rather than being involved in the day to day running of the country. The president is elected using an electoral college made of members of parliament and the presidents of regional councils. The leader of the parliament is the prime minister, who is the leader of the party with majority. The parliament deals with national concerns about everything but culture, which is dealt with by the Council of Chiefs.

The parliament and political system are well regarded in Vanuatu.
