Does International Law - Such as the Universal Dec. of Human Rights override Thailand's political censorship?
UDD Article 19 - "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media regardless of frontiers". Does this apply over and above the Thai government's claim of the necessity for political censorship? Is any relief possible? And if so what venue?

While Thailand may have commitments under international law, and in particular the ICCPR, there is no venue that can grant relief when the Thai government fails to honor its commitments if the country's own courts refuse to grant it.
As of April of this year, the government of Thailand has filed a statement of derogation with respect to many of the ICCPR's provisions, including freedom of speech and of the press.
