Where should I study abroad in Europe?

I am from the USA, and I want to study abroad in Europe for my last year in high school, but I don't know what country to go to. The main three that I'm looking at are Russia, Poland, and The Netherlands but I am willing to go to other places instead. I want to learn a lot, but I don't want to be overwhelmed with work or anything. I also want to be safe there, so.... Any ideas on where to go?

Update:

I know a some Russian from Rosetta Stone, and I could learn other languages too, so it doesn't have to be a place that speaks good English.

    Exchange students are rarely "overwhelmed with work".

    Put all three on your list, in the order you want them. If you want to go to Russia most, put it as your first pick. Most exchange programs ask you to give them three choices.

    They also, if they are a reasonable program, will make sure you are safe.

    Uk is best country for study. Uk degree has great value in world
