Try the mouse in a different computer and try a different mouse in this computer. That will tell you if it's the mouse or the computer causing the problem. If you can't tell where the problem is, you can't fix it.

Have you tried cleaning the place where the ball rolls? I have a trackball mouse and I have to clean it every couple of weeks or it gets sluggish.
If you have a trackball mouse, just pop out the ball and clean the rollers underneath. If you have a regular mouse, turn it over and remove the ball and clean the rollers.
Hope that helps!

Change the battery.
If that doesn't work place the mouse on a newspaper, if it works the surface you're using in on is too glossy.
