SAT is taken by high schoolers wanting to study at uni, and GRE is something that makes people studying one of those dumb dumb majors like psychology feel like they need to study elementary school level mathematics. A decent undergraduate wanting to go to grad school doesn't need to take GRE because it's frigging easy but many schools require it. Most of high schoolers, if not all, wanting to go to uni take SAT.

GRE (Graduate Record Examination) is what undergraduates take to get into graduate schools. Think of it kind of like SAT to get into graduate schools after finishing up an undergraduate (bachelor's degree) whereas SAT would be taken by high school students to get into a college for bachelor's degree.
