Is throwing you cig. butt out the window of your car, while driving illegal? Like a littering fine.?
It always bugs me big time, when you see people throw the cigarette butt out the window. I usually blow the horn, and tell them they dropped something. It pisses them off. But the other day, when I witnessed a State Police Cruiser throwing there butt out the window, I wanted to lay on the horn, but didn't. What do you all think. should there be a hot line, for these kinda litterers.

That could be considered littering, and subject to citation. Typically, it would only be a misdemeanor, at most, and before a person could be cited, a police officer would have to witness the act him or herself. Therefore, a hot-line probably would be of little use. Most police officers also have more important things to worry about. It is a shame that you saw a police officer doing this. If you were able to obtain the license plate number of his car, you could report him to the police department for which he worked.
You should be careful about blowing your horn, because you could be cited for road rage. Another option, that would probably be legal, would be to set up a website, were people could "report" littering that they witness (i.e., Blue Toyota, license number XYZ-1234 on Route 1 yesterday at 2 PM). Embarrassment can go a long way to stopping that type of behavior.
But, if you really want to make a difference, you could just adopt a section of highway and beautify the area.

that isn't any diverse than throwing the different burning merchandise out the window. surely, in some cities you may get referred to for throwing them on the floor whether you at the instant are not in a vehicle.

It already is illegal in most every city and on the interstates some cities have a 450 dollar fine if you get caught

It is illegal, in most places it's generally unenforced.
It has the potential to cause forest/brush fires though.
My brother was once pulled over for it and given a warning.
