Can you built concrete road without iron bars except the one at the middle to connect two slobs?

The street infront of my house was cemented, yet, I do not see any reinforcementnt bars except the one that connects the two slobs together which is located at the middle of the street. The length of our street is about 3.5 meters.

    The re-rod {iron bars} are used to resist cracking of the concrete. If the concrete is thick enough or the ground is totally solid enough, it will not be needed but recomended.

    The iron bar, re bar, is what its called here is not necessary but did the place a mesh type reinforcement or anything? Does it look like it has hairs coming out of the surface? If so these hairs are fiberglass and they can take the place of the bars and mesh in some instances.
