Theory of Everything - what defines "success"?

If a Theory of Everything (T.O.E) is eventually developed that successfully unites all forces, combines relativity and quantum physics, and makes verifiable, accurate predictions but doesn't explain what's behind quantum weirdness or the dual nature of light, will it still be considered the end of theoretical physics?

    Why would a complete theory be the end of research? If it came out this month, years would go by with tests trying to prove the theory wrong. That would leave plenty of work for even lazy hacks. In the end, it would only provide further areas to investigate.

    It would be considered a T.O.E. because it connects every size scale, and therefore can say something about every thing. Currently we have different physics for the large and the small.

    No, despite how impressive the name sounds, it would not be the end of theoretical physics.
