If you mean what is the language spoken in Munich that is German with Bavarian dialect.
If you mean can Germans speak English answer is yes almost everybody can since we are taught at school from grade 3 onwards and it is compulsory subject.
So as a tourist you can easily get along.
If you want to come to Munich as a resident there is no way to do so without speaking German fluently since you will not get any decent job without speaking German.
Also since a couple of years it is a requirement to provide proof of your German skills when you apply for a student or work visa, which you need to move to Germany unless you are a German or other EU citizen.

While German is, of course, the main language used in Munich, English is widely spoken and taught in schools. Most restaurants in the town center offer English menus, many with quite interesting translations. It is easy to get by with little or no German language knowledge.

Just one tourists opinion.
Most younger people (<30 yo) in Munich speak at least some English. The older folks (>30 yo) you will have mixed results. My experience was that almost all "kids" speak close to fluent English and love the opportunity to have a conversation with an English speaking person.
I didn't consider my lack of German language skills to be a major issue when I was in Munich. In Italy, not speaking Italian is a bigger issue.

A bit of German always helps. Munich is mostly filled with old timers. They don't know much English or even haupt German. They speak the bavarian dialect since munich is really considered bavarian where the culture is closer to Austrian than German.
But besides the older crowd, all the younger people know English. And in stores and supermarkets they all speak English. But be warned know your numbers in German. When you have to receive change back or pay you should understand what amount they are asking of you or telling you. Also get acquainted with the Euro. Besides that, you sre set. Oh, and unless you have means of transportation get used to the subway system. It is fairly easy. It will be your best friend there!

English is spoken world wide and in a country like Germany, they teach it in like 2nd grade, so just about everyone should be able to understand some English. Every young(13-45) should be fluent, anyone older probably wasn't taught.
