Why the electricity is not seen by naked eyes, but can see light when a bulb is connected?

It is told by some eminent person that you can see the Almighty only if you have good faith in the Almighty like that of electricity, as mentioned above. How do you rate this?

    For God's sake, you can see the light coming from bumping atoms because there is an intense electron flux, you cannot see electricity.
