Depending on where you live will depend on how much you spend on the turtle. Box turtles are the best if you want low maintenance. They can be a little expensive around 50-80 dollars. They life for a long time my cousion had one that she had since she was a teenager and it passed away recently and she is in her 30s now. as for the diet it will eat veggies and fruit. there are also pellets you can buy can range in price depending on the size of the container. at petsmart there is a big container that is
$20 yet you might find something cheaper. turtles can be handled and should be since it can become aggressive if you dont. They are very cheap pets either way. all you really need is an aquarium that is pretty good sized that can be priced at 40 or more. it will need water of course and can be put ouside in order to get sun ( dont leave it outside something will take it). just make sure that you handle it regulary in order to keep it tame so it does not bite. i hope this helps in you decision on your pet.

The cheapest turtle to care for would most likely be a box turtle. They don't require expensive equipment like filters, and water heaters, but they do need a basking light, substrate, food dish, and water dish that they can submerge themselves in.
The cheapest turtle, cost-wise, is a red-eared slider. They cost around $10-$12 depending on where you get them.
There really isn't a certain turtle that is classified as the "nicest". All turtles will behave differently then others, and all with have a different temperament. Although box turtles tend to very docile, and RES also tend to be rather calm.
Yes, you can pick your turtle up, but keep in mind some turtles may bite/scratch. It really depends on how the turtle has been treated. I got my Asian Box Turtle from a very bad home, and all he ever does is scratch when I pick him up. Biting is normally a rarity.
Yes you can play with your turtle, but there really isn't much to do with them. You can take most turtles outside in the summer, or if its warm enough. RES can be taken outside and allowed to swim in a kiddie pool, and most turtle can be allowed to wander around an enclosed space with hardwood/linoleum floors (to make clean-up easier), as long as you keep an eye on them.

Don't get a turtle. What you seem to be describing is a Barbie doll. Turtles are not playthings and do poorly if handled. Caring for a turtle properly is expensive.
