Your fine but you don't want to overdoit. I would say wait a year or two and for now do pull ups. Pushups and other isometrics exercises are good to. If you curl 30lbs now it can damage your growth plate and prevent height gain. Good Luck!

30 lbs is a lot for a 13 year old depending how much you way. but your arm is made of two musles the tricep witch is on the back of the arm and the bicep is on the front. do pushes with your hands close in your tris will get huge.
