what are the charges for being in a parked car and getting 1 count of Cannabis/Possession/20 Grams Or Less and one count of drug Paraphernalia/Possession W/Intent To Use?
I do not smoke.
I am awfully curious because someone i considered a friend got into a stupid mess.

You need to let us know where you live (state, if in the US, province if in Canada and/or country if elsewhere). Sentencing guidelines can drastically vary.

Florida law:
If you are convicted of possession of marijuana / cannabis, an automatic and immediate two (2) year suspension of your driver's license (with a hard suspension during the first year before you are even eligible to apply for a business purpose only or hardship license).
Possession of <20 grams is a misdemeanor charge with a maximum potential sentence of a year in jail and up to $1000 in fines. It's also a misdemeanor with the same potentials for the paraphernalia charge.
If this is the first time your friend has been in trouble, there is always the possibility of pretrial diversion. Pretrial Diversion permits them to maintain a plea of not guilty, all while agreeing to certain conditions that, if completed, will result in the dismissal of the charges.
If your friend doesn't have an attorney, it would probably be in their best interests to hire one.
