Do I have to pay tax on a purchase from US shipped to Australia?

My brother wants to buy me an Iphone 4 in the US, and ship it as a gift to my address in Australia. I am not looking to resell it or anything. So.. Does my brother have to pay tax at the post office or do I have to pay any tax upon receiving the parcel?

If yes, what is the tax rate on this electronic device?

    I know nothing about how it would work from the US but in Australia, if goods are over $1000 and imported in from overseas and the authorities find out about it, you may be charged a tax for it that they will calculate (generally at least 10% for GST). You will also be required to lodge a formal declaration for those goods.
