See, that's the problem. Congress always scores very low, but people love their own congressman and senators. A much better poll would be to ask people how they like congress as a whole, and then ask how they like their own members.
Incumbency is the biggest advantage in electoral politics. Failing a sex scandal (and in red states, sex scandals notwithstanding) incumbents win re-election about 95% of the time.

Everyone hates Congress but loves their Congressman, HE makes sense.
You want to fix America, rail against gerrymandering and safe districts that allow the craziest like Michelle Bachmann to get elected for life.
