I have asked this question before, but nobody answered last time. I'm going to try again.
This sound effect isn't titled the "Goofy Holler" (from "The Art of Skiing"), but it does feature him screaming. All I could extract from "The Whalers" was the following:

Yes, "The Whalers" was the first cartoon to feature the sound. However, no official name was given for that sound.
So, I think the sound would officially be left untitled and anonymous.
