xp pro missing some rasman files?

Bought an xp pro sp3 from a private party and setup could not find rasman files, so I skipped them and was able to load windows. It seems to be ok but occassionally I get errors about missing files in rasman. I download rasman dll and put it into the windows system 32 folder and now I get a rasrefreshkerbcreds error. Contacted seller and he was supposed to mail me another disk and has not done so. Can anyone tell me how to resolve this problem. Did a search on the internet with no luck. Used a program called little registry booster and it did not fix the problem. Fixed anything else no problem just not rasman files.
