Reference to Woman's Institute.?

In reading a book by George McDonald Fraser I ran across a reference to W.I., looking it up I find it is a Woman’s Institute. Which I understand is an organization in England and Wales. However, Fraser uses it in a sense that makes me believe that the organization itself is somehow humorous. Can anyone help me out with this?

    Women's Institutes were not founded to be humorous. However, in various novels, they may be treated humorously. I've seen that fairly often in British literature.

    But you can find novels in which virtually every institution of British life -- the monarchy, the Church of England, Oxford and Cambridge, etc. -- is treated with humor. It simply depends on the type of book you are reading.
