What year did wearing helmet became mandatory in Tour de France?

I am sure wearing helmet is mandatory during any professional race now. However, while I was watching highlights of previous Tour de France, I notice they were not wearing helmets during some mountain stages.

    A crash by Italian pro Fabio Casartelli on July 18, 1995, changed all that. The Olympic gold medalist lost control on a descent in the Pyrenee Mountains and died of head injuries. At first, Tour officials said a helmet would not have helped Casartelli. But the doctor who examined the cyclist's body said otherwise.

    I posted this question already, and the consensus was a resounding NO! There is no Federal seat belt law, by the way! Are you getting laughed at because of your helmet? If so, why would it even bother you? I wear a helmet every ride, and I am not in a helmet state. It is not my business to tell others how to live their lives, as long as it does not hurt others, and not wearing a helmet only hurts the rider (if in an accident). My primary bike is a 150cc Bajaj Chetak scooter, do you think I care what others think? I can afford a gold plated Harley if I wanted it, but I do not. A Harley does not fit my personality, or get good fuel economy that I like, so I chose not to have one. Wear your helmet, but stay out of other riders' business!

    In 2003 after the death of Andrei Kivilev, helmets were made mandatory. It was allowed to discard in the last 5 meters of an assent, but that has since changed. Kivilev was a good friend of Alexander Vinokourov.

    Former rule was helmets were optional on hill ascents...that changed with the death of Lance's teammate....
