Scarlett - It's okay, I prefer Charlotte honestly. Carly is a cute nickname though.

Hailey - It's nice, I like it spelled Haley though.

Scarlett is much too beautiful a name to have Hailey as a sibling. Doing that is kind of like saying that their sister is unique and beautiful whereas they are just average. Don't get me wrong, I love both names. I just would not use them in a sibling set. The same thing goes for the names Christian and Ryder. Of those two names I love Christian.

It is hard to suggest middle names without surnames as they flow better with some surnames and not others. Seeing how you seem to prefer modern names with Hailey and Ryder, I doubt you will like any of my suggestions, but good luck anyway.
