Yes, you both get charged.

If you call your friend using Skype, it will cost you 7 cents for a connection fee plus 38.6 cents per minute (for calling a cell phone.) Your friend gets charged whatever he gets charged for using his cell phone (depends upon his plan, but he burns minutes for using the phone.) You get charged for your usage, and he gets charged for his (even though it's the same phone call.)

If you call your friend using Verizon cell phone, it will cost 65 cents per minute (for calling a cell phone), unless you have the International Value Plan (which has a monthly fee). That plan reduces the rate to 25 cents per minute. Again, he still burns minutes for using his phone.

The cheapest way to go is to for you to both use Skype. Then the call is free. As an alternative, you could call him just long enough to arrange a Skype call (when you'll both be on a computer.)

You will also greatly reduce the cost by calling a landline instead of a cell phone. Some of the International plans don't have a per minute charge at all when you call a landline. (It's the monthly charge for the phone only.) Also, if you check the rates, the per minute charges are much lower for landlines.
