The US actually stopped doing nearly all but defensive research. Our actual capability grew because of our biological science was far beyond the Soviets but they were actually making doomsday bugs. The Soviets were making really horrible weapons like enhanced smallpox which nobody was immune to. They also made some germs that they could use to assassinate people. One was a bacteria they could add to food that would cause the person's immune system to attack their own nerves or myelin. They would become paralyzed and die months later.

I included an example below. Some disaffected Russian releasing some horror germ to terrorists should be one of the greatest concerns to the civilized world.

Read about Ken Alibek. He has some horror stories to tell about the Russian biological warfare capabilities.

He is now working on countering the bioagents but you could base an evil character loosely on him if you took artistic license.

"es; for example, plague with diphtheria toxin has been produced. But the whole program was a difficult task. Some approaches proved to be more successful than others. One tactic, immune mimicry, was to induce an immune response against myelin (found in the body’s nervous system). Because the cloned myelin protein (or its fragment) would be very close in structure to the body’s, host responses against the infection would be directed against the body’s own myelin. As a general principle it’s been discussed for many years, but it’s a very difficult practical task to pull off. Damaged myelin interferes with the transmission from the brain to the peripheral nerves. Most likely its destruction by a microbial agent would induce paralysis and death.

For example: You get the flu, and then you get a complication from the flu. In that case, the immune system, which struggled with flu virus, could target your body as well as flu. When your body tries to heal itself, it actually does the reverse.

In Obolensk, we did extensive experimentation with different bacteria carrying a myelin gene. We finally found that an agent called Legionella created very strong immunological responses. The myelin peptide it produced was very immunogenic because the immune system was activated by the infectious process. That’s what resulted in paralysis and death of infected experimental animals. And what is important as well, a lethal dose was much lower, only a few Legionella cells."

Well biological warfare is illegal according to the geneva conventions so the US isn't suppose to have a biological warfare department. But who knows, we could have one in secret though and are preparing to take over the world.

Well we're not officially allowed to come up with biological weapons.

So if there is a group like that I doubt anyone would tell us.

You could always call them something like "The Shop", Seven King does in his books.

the pentagon, the government looks for experts in relevant fields for researching biowarfare devices, doctors and biochemists would be most realistic.
