Would this cause a short circuit?
A positively charged wire in an isolated body of wire and a negatively charged (i.e. ground) wire in another isolated body of water both powered from the same source.

if the water is clean, ie distilled, no as water doesn't conduct electricity, even in the same water.... the minerals/contaminants in it do...
