Sure, no problem. In my opinion Adobe Dreamweaver is simply the best website editor out there. Since you want to create a website, you should learn the basic website programming language, HTML & CSS. It's not much to learn at all. Once you get the hang of it, you can start by planning what the website will be about and etc. Learned the programming language, planned the website, next you have to buy web hosting and a domain for your site. The domain is the name your website will be e.g www.yourwebsitename.com, and this will cost $10 a year . Next you buy hosting. This will store the photos, videos, audio etc to your site. You can check Hostgator out for your web hosting. Any more questions? Reply, I'll assist you. :)

It depends what sort of website you want to learn to make, but the first step is to learn HTML. Read Wikipedia's page on HTML, then try to create a basic page of your own and see if you can make it pass the W3C's website validator, then build from there.

You can use any text editor (Notepad, Notepad++, Aptana) if you want.
As for WYSIWYG editor, you can use Dreamweaver, Expression Web, Visual Studio Web Developer.
The choice of editor also depends on what programming language you use.If you want to program with ASP.NET , Visual Studio is logical choice.
