Is it a violation to give a link to a particular website as a source when it is not related to the question.?

The person answers the question but then gives as his/her source a link to a website which appears to be more of an ad than a genuine source.

Update:

I realize it is solicitation but the solicitation is not part of the answer itself since the person does answer the question properly. The solicitation is in the source given.

    Yes, that would be a violation for solicitation.
